An Israeli Arab Christian, he has served on the Court since 2003, and has been a permanent member since May 2004, becoming the first Israeli Arab to be appointed permanently to the Court (Abdel Rahman Zuabi had previously served as a temporary justice for nine months, but was not appointed permanently).
